APCs & Waiver Policy

Neewaj charges a single, transparent Article Processing Charge (APC) across all journals to cover peer review administration, editorial handling, DOI minting (Zenodo), production and long-term archiving (Internet Archive & SSRN). At the same time, we are committed to inclusive publishing: waivers and discounts are available so that the APC does not prevent worthy research from being published.

APC (flat rate): USD 200 — payable only for accepted articles. Waivers and partial discounts are available on validated grounds (see below). APCs are charged per article and apply to the Version of Record once the article is accepted for publication.

Waiver & discount principles

Neewaj’s waiver policy is guided by fairness, transparency and non-discrimination:

  1. Waivers do not influence editorial decisions. Editorial decisions (accept/reject/revision) are made solely on scholarly merit; waiver status is handled separately by the publisher’s administrative team.
  2. Waivers are applied consistently. Decisions are based on documented need or eligibility criteria and follow the guidelines below.
  3. Full or partial waivers. Depending on circumstances, a full waiver (100% of APC) or a partial waiver (a percentage discount) may be granted.
  4. Limited funding. Waivers are not unlimited; they are granted according to the publisher’s capacity and published criteria.

 

Typical waiver eligibility (examples)

Applicants should note that the following are examples of grounds that commonly qualify for a full or partial APC waiver or discount. Each waiver request is evaluated on its own merits and supporting documentation.

  • Authors based in low-income economies (as commonly defined by international economic classifications).
  • Independent researchers, students, or early-career researchers with no institutional funding or grant support for publication costs.
  • Authors from institutions with demonstrable lack of publishing funding (e.g., no library or institutional open-access fund).
  • Articles invited by the editors where funding for APCs is not provided (editorial discretion).
  • Submissions from community groups or non-profit projects with demonstrated financial need.
  • Other exceptional circumstances (e.g., major unexpected funding loss) with appropriate documentation.

Note: If your institution or funder covers APCs, please indicate this on the submission form and upload supporting billing details so we can invoice the funder or institution directly where possible.

 

What does not normally qualify

  • Requests based solely on personal preference without evidence of financial need.
  • Requests to waive fees for promotional or commercial content.
  • Requests made after publication without prior agreement.

 

How to apply for a waiver (recommended workflow)

Authors should request a waiver at or before the time of submission where possible. If you are unable to request a waiver at submission, you may contact the editorial office prior to acceptance to discuss exceptional circumstances — however, requesting early helps ensure transparent handling.

Waiver decision and communication

  • Evaluation: Waiver requests are evaluated by the publisher’s administrative team according to the criteria above.
  • Independence: Waiver evaluation is administratively separate from editorial review; editors and reviewers are not informed of waiver requests.
  • Outcome communication: Authors will be notified of the waiver decision in writing via the contact email provided. If a partial waiver is granted, the notification will indicate the amount/percentage to be paid.
  • Timing: We process waiver requests diligently and communicate the decision as early as possible in the editorial workflow. If a waiver application is still under consideration at acceptance, authors will receive instructions for payment (if required) with their acceptance letter.

 

Invoicing & payment

  • Invoicing: Invoices are issued only after acceptance and after any agreed waiver/discount has been applied. Invoices include APC amount (USD), payment instructions, invoice number and billing details.
  • Payment methods (typical options): bank transfer (wire), institutional invoicing, credit/debit card via payment gateway, or PayPal where available. If you need an invoice billed to a funder or institution, provide billing details at the time of payment arrangement.
  • Currency: All APCs are quoted in USD; local bank fees or conversion charges are the payer’s responsibility.
  • Receipt: A payment receipt will be issued upon successful payment. The article will be scheduled for production only after the payment has been received (or waiver confirmed).
  • Non-payment: If payment is not received within the timeline specified on the invoice, publication may be delayed until payment is completed or a waiver is approved.

 

Refunds & changes

  • No refund after publication. Because APCs cover publication and archiving services, APCs are not refundable once the article has been published.
  • If authors withdraw before acceptance: No APC is charged (no submission fee).
  • If a payment was made in error or duplicate payment occurs: Contact editorial@neewaj.com immediately; validated duplicate payments will be refunded after administrative verification.

 

Institutional agreements & third-party payments

Neewaj welcomes institutional funding arrangements and bilateral agreements. If your institution or funder has an arrangement to pay APCs, please include billing contact and PO number at the time of acceptance so we can invoice the funder/institution directly.

 

Transparency & record keeping

Neewaj keeps records of APCs charged, waivers granted and their rationale for internal accountability and for reporting to indexing partners where required. Published articles will not display sensitive waiver details; public metadata will indicate only that the APC was paid or waived.

 

Appeal of waiver decision

If you believe a waiver decision was improperly handled, you may submit an appeal to editorial@neewaj.com explaining the grounds for reconsideration. Appeals are reviewed by the publisher administration team and a senior officer not involved in the initial decision. Appeals do not influence editorial outcomes.
